Assistant Director People and Workforce Development

A Greater Manchester Council are seeking an Assistant Director for People and Workforce Development to provide strategic and transformational leadership. This senior role is pivotal in driving the Council’s People and Workforce Development service. The successful candidate will lead the delivery of the updated People Plan, supporting the effective management, growth, and development of our workforce.

Day-to-day of the role:

  • Lead and support the delivery of the Council's People Plan in alignment with the Borough Strategy: People, Place, and Prosperity.
  • Drive policy and organisational change programmes through a comprehensive HR and Organisational Development offer.
  • Support workforce improvement and transformation programmes, focusing on learning and development, talent management, and colleague engagement.
  • Evolve organisational culture and behaviour, particularly in areas of wellbeing, employee relations, and inclusion.
  • Enhance leadership and management standards across the organisation, maintaining strong trade union partnerships and organisational values.
  • Reskill and reshape the workforce to ensure agility and capacity for future needs.

Required Skills & Qualifications:

  • CIPD Level 7 (or equivalent) qualification.
  • Substantial leadership experience in managing a high-performing HR service within a large, complex organisation.
  • Significant experience in leading transformational change across an organisation.
  • Proven track record in managing finance, risk, and performance within a demand-led service.
  • Expertise in developing and delivering people-related strategies.
  • Deep understanding of modern HR practices essential for transforming public services and organisational performance.
  • Strong knowledge of employment law and relevant legislative frameworks, with a history of using expert knowledge to provide evidence-based advice and make informed decisions.
