The primary purpose of this position is to serve as a HQ Air Force Test Center (AFTC) program manager/action officer, including staff agencies at 412th Test Wing, Edwards AFB, CA; 96th Test Wing, Eglin AFB, FL; Arnold Engineering and Development Complex, Arnold AFB, TN and numerous operating locations throughout the US providing strategic/technical HR guidance.Performs budget formulation work involving preparation and detailed analyses of annual and/or multi-year budget estimates for assigned organizations/programs into a consolidated budget request Performs recurring budget execution and administration work involving the monitoring obligations incurred and the actual expenditures of a budget with different sources and types of funding, such as direct and reimbursable annual, multi-year, and no-year appropriations, apportionment, allotments, refunds, etc. Provides advice, insight, assistance, and guidance on budgeting and related information. Devises and recommends the adoption of procedures to implement budgetary processes, policies, instructions/regulations, and fiscal law issued by MAJCOM or AF and GAO. Assists in conducting analysis, reviews, and special studies of budget and/or related information. Leads and/or performs specialized, individual economic analyses and impact studies in support of a variety or budget programs. Uses automated budgetary, accounting and finance and standard operating software/systems and computer generated products in accomplishing budgeting assignments. Assists in budgetary training for functional contacts and/or resources/program managers in assigned organizations.
