U.S. Army Corps of EngineersThis is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a Civil Engineer GS-08/11/12 developmental position with the U.S. Army Corps of Engineers, Northwester Division (NWD), Kansas City District, Operations Division, Maintenance Engineering Section.Prepare preliminary and final design for roadways, utilities, levees, earthen dams, retaining structures, bank protection, design of pavements and water/sewage systems at district projects.Provide expert assistance to Lake Projects on problems encountered during construction.Prepare contract plans and specifications to correct deficiencies.Carry out the full range of project design development for large, diversified Civil works projects.Monitor the design work of all sections and prepares overall work schedules, estimating time, manpower and moneyrequirements to perform work.Oversee work of lower grade engineers/technicians up to the GS-11 level assigned to assist in project completion.Review technical design, constructability and biddability of projects.Review Contractor's detailed plan of operation, shop drawings relating to designed features, preparation of record drawings and Operations and Maintenance manuals.Make on-site inspections to satisfy self that construction confirms to the intent of plans and specifications. Checks "as-built" drawings for compliance with contract plans and subsequent modifications.Perform site visits to evaluate project conditions, assist with troubleshooting, and offer expertise to support both assigned projects and the needs of other teams within the organization.Assist with the Dam Safety Assurance Program. Assists with setting up and preforming periodic dam safety inspection and completing associated reports
