
Deputy Chief Acquisition Executive for Procurement
Cybersecurity and Infrastructure Security AgencyThe position is located in the Office of the Chief Acquisition Executive (OCAE). The Deputy Chief Acquisition Executive for Procurement leads a staff of procurement professionals supporting CISA unclassified contracts and serves as a principal expert for all procurement matters and provides expert advice and guidance to the Component Director, Deputy Director, Chief Acquisition Executive (CAE), and Senior Leadership Team.Typical work assignments include, but are not limited to: Developing, managing, and ensuring the effective implementation and adequacy of policies, procedures, tools, and processes used to provide satisfactory contract management support to major cyber, infrastructure security, risk management, and emergency communications systems, program offices, inventory control points, and other federal/civilian agencies, as well as specialized initiatives concerning contract capability and proposal analysis, prompt and proper payment, and contract closeout; Managing and overseeing the implementation of CISA procurement procedures and processes to properly support governing laws, regulations and DHS acquisition policies including the Homeland Security Acquisition Regulation and the Homeland Security Acquisition Manual; Leading the implementation of DHS-wide contracting procedures within CISA, which includes the responsibility of governance, contract administration, management, staffing, policy implementation, development of procedures, training and certification, recommendations on the warranting program within CISA, and the deployment of automated systems. Additionally, participates actively in Department led procurement events and initiatives; Establishing contract management business goals and objectives, formulates strategies, and approves or validates plans, priorities, schedules, and resource/budgetrequirements for contract management processed under his/her cognizance; and This position may eventually be converted through an appointment as the CISA Head of the Contracting Activity (HCA).
