This position serves as the Director of the Employee Relations & Performance Management Service (ER&PMS), Office of the Chief Human Capital Officer (OCHCO). The portfolio includes disciplinary/adverse actions, grievances, appeals (Merit Systems Protections Board), Disciplinary Appeals Boards), Drug Free Workplace Program, Performance Management, and Incentive Awards. Incumbent supervises a team responsible for the development, dissemination, and maintenance of Department-wide ER&PMS policies.Seeks customer input, opinions, and feedback in connection with all activities of the Service. Maintains current awareness of, adapts, develops, and utilizes successful practices in customer service and satisfaction. Assesess information obtained from customers to ascertain the extent to which customer service standards are being met. Delegates authority and responsibility to functional team leaders and to service members or individuals for determining which HR policies and/or procedures (staff guidance, etc.) need to be revised or established, and the need for agency guides or guidance. Based on these determinations, makes recommendations on the assignment of projects to functional teams, ad hoc teams or staff members, and conducts a supervisory review of guidance developed to ensure that work products are technically accurate and meet the needs of customers. Returns work to functional teams, ad hoc teams or individuals for revision and further development, as necessary. On the basis of these reviews, provides feedback to functional teams leaders, relating to the quality and quantity of work produced by the staff, and completes appraisals of individual performance. Leads efforts to conduct studies, as appropriate, and reviews final work products, revising as necessary. Supervises and directs the subordinate staff by assigning and reviewing work, establishing work schedules, selecting/recommending selection of employees for vacancies, evaluating performance, rewarding and disciplining employees, resolving complaints and identifying training needs and scheduling employees for training. Implements Total Quality Management (TQM) initiatives within the service and provides resources and support to functional teams, ad hoc work and cross-service teams. Delegates appropriate action and signatory authorities to subordinate staff, holding them accountable for outcomes and results. The incumbent empowers employees with ownership of their work processes, enabling them to make decisions consistent with their technical expertise and training. Ensures employees are provided appropriate opportunities to participate in individual training consistent with availability of funds. Encourages the development and implementation of long and short-range plans for specialty areas including program content, coverage, and resourcerequirements. In managing the service, the Incumbent is responsible for determining program objectives and measuring progress in attaining those objective
